Overseas Workers Welfare Administration (OWWA) seeks to protect and promote the welfare and well-being of Overseas Filipino Workers (OFWs).

OWWA Scholarship, on the other hand, provides scholarships, insurance, and educational programs for OFWs and their dependents.

OWWA gives out three scholarship opportunities yearly to qualified candidates.

The three scholarship opportunities are:

  1. Education for Development Scholarship Program (EDSP)
  2. OFW Dependent Scholarship Program (ODSP)
  3. Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP)

This article aims to explain these Scholarship Programs to you and show you how to apply.

1. Education for Development Scholarship Program (EDSP)

The EDSP is a scholarship grant given to qualified dependents of Overseas Filipino Workers, OFWs, consisting of a maximum of Php 60,000.00 per school year until the completion of a baccalaureate course (4-5 years).

The Department of Science and Technology, DOST, national examinations are used to select scholars for incoming freshmen.

Only the top 400 test takers are considered for admission as freshmen; the remaining 600 slots are reserved for students already enrolled in college.

Note: An Overseas Filipino Worker (OFW) is a person from the Philippines living and working in another country, typically temporarily.

Qualifications to Apply for the EDSP

First and foremost, to qualify to apply for the Education for Development Scholarship Program, the applicant MUST NOT be a recipient of any OWWA or other scholarship grant.

The applicant must be a child of an active OWWA member or a sibling of a single active OWWA member who is:

  1. An Incoming Senior High School (Grade 12)
    • must have at least 80% General Weighted Average (GWA) without failing grades upon application
    • must have passed the qualifying examination to be conducted by DOST and belongs to the top 400 passers nationwide
  2. An Incoming Freshmen (First-year college)
    • Single
    • Grade 11 graduate (Incoming Grade 12/currently enrolled as Grade 12)
    • Not more than 21 years old
    • With a General Weighted Average (GWA) of 80% or higher.
    • Suppose the required GWA is not yet available at the time of applying. In that case, the applicant’s academic performance in the two consecutive preceding school years shall be used for evaluation.
    • Belonging to the top 400 qualifiers of the Department of Science and Technology national qualifying exam
  3. For those who are already enrolled in 2nd year to 5th year in college
    • Not more than 30 years old
    • With a GWA not lower than a B letter grade or 85% equivalence in all academic and non-academic subjects, attended in full load during the last school year.

Scholarship Requirements

  1. Scholarship Application Form – to be secured at an OWWA Regional Welfare Office.
  2. OFW Membership Record to be secured at an OWWA Regional Welfare Office.
  3. 2pcs. I.D. picture with Name Tag
  4. At least one (1) valid I.D. of the OFW or the Authorized Representative – Government Issued or Company Issued I.D.
  5. Proof of Relationship to OFW Member, i.e., Birth Certificate from PSA or LCR
    • OFW Birth Certificate, if the dependent is a sibling
    • OFW Certificate of No Marriage Record (CENOMAR, if single)
    • Dependent’s Birth Certificate
  6. Dependent’s Form 137/Certified True Copy of Form 138/Transcript of Records (TOR) – obtained at School Registrar
    • Incoming first-year: 80% GWA without failing grades
    • For second to the fifth year: 85% of GWA without failing grades
  7. For Incoming 1st Year College, Notice from RWOs of qualifying for the DOST-OWWA Pre-Qualifying Examination for EDSP

Other Special Requirements (WAIVED DUE TO PANDEMIC):

  • Certificate of Good Morals obtained from School Registrar or Authorized School Officer/Faculty
  • Medical Certificate, i.e., Physically Fit to attend school if the student has a medical pre-condition/s obtained from any competent Medical Practitioner from a public or private medical institution/facility.

How to Apply and Avail the Opportunity

  • Visit the OWWA Regional Welfare Office, which covers the permanent address of the OFW.
  • Get queuing number or queue in the line for the EDSP scholarship application.
  • Present the I.D. of OFW member together with the requirements to the Membership Verification Desk
  • Obtain Notice of Award and Schedule of Scholarship Orientation validation/evaluation.
  • Attend Scholarship Orientation and Facilitate Notarization of Scholarship Agreement.

OFW Dependent Scholarship Program (ODSP)

The ODSP is a scholarship program that offers financial assistance amounting to Php 20,000.00 per school year to qualified dependents of OFWs who receive a monthly salary of not more than $600.00 and who shall enroll, are currently enrolled or have been enrolled in any four-year or five-year baccalaureate course or associate course in any college or university.

Who is Qualified to Apply for ODSP?

A child of an active OWWA member or a sibling of a single active OWWA member who is:

  1. Incoming Freshmen (1st-year college)
    • Single
    • Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12)
    • Not more than 21 years old
    • With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects attended in full load during the last school year.
  2. For those who are already enrolled in 2nd year to 5th year in college
    • Single
    • Not more than 30 years old
    • With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects attended in full load during the last school year.

Note: Applicant is not a recipient of any OWWA or other scholarship grant.

What are the requirements?

  1. Scholarship Application Form – to be secured at an OWWA Regional Welfare Office.
  2. OFW Membership Record to be secured at an OWWA Regional Welfare Office.
  3. 2pcs. I.D. picture with Name Tag
  4. At least one (1) valid I.D. of the OFW or the Authorized Representative – Government Issued or Company Issued I.D.

Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP)

The ELAP scholarship opportunity is for the following categories of people:

  • Survivors of deceased OFWs who were active OWWA members at the time of death and
  • Families of OFWs who are imprisoned/convicted and sentenced to death in foreign countries.

The following are the benefits of the ELAP Program:

  • Financial assistance for a qualified dependent’s continuing education and
  • a source of income for surviving family members to supplement the family income.

The ELAP Livelihood Assistance amounts to Php 15,00.00.

Educational assistance (intended for deceased OFW with qualified school-age dependent.)

    • The eldest (the firstborn) shall be the qualified dependent.
    • In cases where the eldest/firstborn is not qualified or able, the next-born child shall be elected.
    • The assistance covers education assistance from:
      • Primary (Kindergarten)- Php 5,000.00
      • Secondary- Php 8,000.00 and
      • Tertiary education- Php 10,000.00.

Who is qualified for ELAP?

A child of an active OWWA member or a sibling of a single active OWWA member who is:

  1. Incoming Freshmen (1st-year college):
    • Single
    • Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12)
    • Not more than 21 years old
    • With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects attended in full load during the last school year.
  2. For 2nd year to 5th-year college students:
    • Single
    • Not more than 30 years old
    • With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects attended in full load during the last school year.

Note: Applicant is not a recipient of any OWWA or other scholarship grant.

What are the requirements?

  1. OFW Membership Record to be secured at an OWWA Regional Welfare Office.
  2. Proof of Relationship to OFW Member, i.e., Birth Certificate from PSA or LCR
    • Marriage Certificate, if the applicant is a spouse of OFW
    • Birth Certificate of the applicant, if the applicant is a child of OFW or sibling
    • Birth Certificate of OFW, if the applicant is a sibling or parent of OFW
    • Certificate of No Marriage (CENOMAR), if OFW is single
  3. 2 pcs. 2 X 2 colored I.D. photo of the applicant.
  4. Death Certificate of OFW Philippine Statistics Authority /Local Civil Registrar
  5. Entrepreneurial Development Training Certificate (EDT) OWWA RWO
  6. Business Plan Applicant
  7. School Record of Qualified Dependent for Educational Assistance
    • Form 137/138
    • Transcript of Record
    • Certificate of Grades (if college level)
  8. Other Special Requirements 
    • Certificate of Good Morals obtained from School Registrar or Authorized School Officer/Faculty
    • Medical Certificate, i.e., Physically Fit to attend school if the student has a medical pre-condition/s obtained from any competent Medical Practitioner from a public or private medical institution/facility.

How to Apply and Avail the Opportunity

  • Visit the OWWA Regional Welfare Office, which covers the permanent address of the OFW.
  • Get queuing number or queue in the line for the EDSP scholarship application.
  • Present/Submit the accomplished Endorsement Form from the Social Benefits Unit/Desks and the OFW Membership Record. Obtain ELAP application forms and a checklist of requirements.
  • Submit the accomplished forms and requirements to the Reintegration Unit/Desks.
  • Obtain a schedule of the Entrepreneurship Development Training (EDT)
  • If deceased OFW has qualified dependent for ELAP-Educational Assistance, proceed to Education and Training Unit/Desk and get the requirements checklist
  • Submit the complete requirements for ELAP – Educational Assistance Application and wait for the evaluation result.
  • Attend the training/orientation in the designated schedule and venue provided.
    • EDT for Livelihood Assistance
    • Scholarship Orientation
  • Obtain the Notice from the Reintegration Unit/Desk or Education and Training Unit/Desk for the release of assistance.
  • Note: Bring at least two (2) valid I.D.s of the claimant/dependents

Note: The schedule for conducting orientations/training may differ from one RWO to the next due to geographical locations and the complexity of cases in terms of qualifications and compliance with the requirements of the applicants.

OWWA Scholarship Important Notices:

Below are some important things to know when you apply for the OWWA scholarship:

  1. Application opens every June of each school year. The deadline for applying is every first week of August of each year or as prescribed by ROCS (Responsible Outgoing College Students) based on the scheduled qualifying exam conducted by DOST (Department of Science and Technology).
  2. Applications are subject to review and further verifications.
  3. Application approval only identifies applicants who are qualified to take the national competitive exam conducted by DOST (Department of Science and Technology).
  4. Scholarships are awarded through a voucher scheme, and you must use them within the period specified on the vouchers.
  5. The scholarship awards are non-transferable.
