What is the Nigerian Public Service?
The public service is the machinery through which the government articulates and implements its policies and programmes.
The public service, comprising civil servants and non-civil servants, constitutes the bureaucracy of every country.
Civil servants and non-civil servants are the people in charge of putting government programmes, policies, and projects into action. They work in government ministries, departments, and agencies (MDAs).
Not every civil servant is a public servant, but every public servant is a civil servant.
Section 169 of the 1999 Constitution establishes the public service. The civil service is a subset of the public service and consists of various ministries.
The public service is made up of the civil service, Armed Forces, courts, statutory corporations, etc. The government at both the state and federal levels owns and funds the public service.

Nigeria Public Service Rule
The Public Service Rules are known to be a legal framework that aids in governing how public servants in Nigeria conduct themselves and operate.
There would have been a lawless situation in Nigeria’s public service without the public service rule. These rules are either inappropriately applied or not applied at all today. But it does not in any way diminish the importance of the Nigerian public service rule.
The Nigerian public service is ripe for reform and institutionalisation. We believe this will positively remove all the impediments associated with the public sector. Reforms will increase the efficiency of the Nigerian public service. The lacklustre way these rules are applied will also be reformed.
It is not just about having a great public service rule on paper but also having the political will and expediency to implement these rules without partial bias. To position the Nigerian public service for maximum effectiveness and great performance, there is a need for attitudinal reorientation.
The Nigeria Public Service is principally intended to update the Rules, Regulations, and Procedures of the Public Service and bring them in line with the current trend in governance.
The revision of this strategic document of the Public Service on a regular basis is necessary in order to make the service conform to changing times and circumstances. The objective, therefore, is to effectively reposition the service for higher levels of efficiency, effectiveness, and enhanced service delivery.
Public servants are implored to study and imbibe these rules and their associated and complementary instructions and notices. They are to become familiar with all laws and procedures guiding the conduct of public administration and financial management in order to ensure due process and probity in the conduct of government business.
