NDDC Skills Acquisition Training: How to Apply

The NDDC Skills Acquisition and Empowerment Programme trains young people from the nine Niger Delta states in trades like welding, ICT, fashion, catering and solar power. Training is free, applications run online through the official portal, and selected candidates receive a monthly stipend, certification and a starter pack at the end.

This guide covers what the programme is, who qualifies, the trades on offer, how to apply, what selection looks like and how to spot recruitment scams that pretend to be from NDDC.

What the NDDC Skills Programme Is

The Niger Delta Development Commission (NDDC) is a federal agency set up in 2000 to drive development in the Niger Delta. Its skills programme — formally called the Skill Development Training and Empowerment Programme — gives youths hands-on training in market-ready trades, plus a certificate and starter tools to launch a business or get a job.

Under Managing Director Dr Samuel Ogbuku, the Commission has expanded its training pipeline and added new offerings such as Compressed Natural Gas (CNG) vehicle conversion training to match shifts in Nigeria’s transport and energy sectors.

Who Can Apply

You are eligible if you meet these conditions:

  • You are an indigene of one of the nine Niger Delta states: Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo or Rivers.
  • You are between 18 and 35 years old.
  • You hold at least an SSCE/WAEC, OND, Trade Test Certificate or equivalent.
  • You have a valid means of identification (national ID, voter’s card, driver’s licence or international passport).
  • You have a Local Government Area (LGA) identification letter confirming your indigeneship.
  • You have not benefitted from a previous NDDC skills or empowerment programme.

Trades Offered

The Commission rotates trades by batch, but the following appear in most cycles:

  1. Welding and fabrication
  2. ICT and computer programming
  3. Fashion design and tailoring
  4. Catering and confectionery
  5. GSM and phone repair
  6. Plumbing and pipe-fitting
  7. Electrical installation
  8. Auto-mechanic and auto-electrical
  9. Hairdressing and cosmetology
  10. Solar power installation and maintenance
  11. Furniture making and woodwork
  12. Modern printing technology
  13. Maritime technology
  14. CNG vehicle conversion (newer addition)

Pick a trade that matches the demand in your local market. A welder in Port Harcourt and a CNG conversion technician in Warri will not have the same customer base.

How to Apply

All applications are online. There is no paper form and no walk-in registration.

  1. Open the NDDC skills portal at skills.nddc.gov.ng.
  2. Click “Register” and create an account with a working email and phone number.
  3. Verify your email, then log in.
  4. Complete your profile: full name, date of birth, state of origin, LGA, education, ID details.
  5. Upload a recent passport photograph, your highest certificate and your LGA identification letter.
  6. Pick one programme and one preferred training centre. Multiple submissions cause automatic disqualification.
  7. Submit the form and print or save your reference slip.

Watch the portal and the official NDDC channels (nddc.gov.ng and verified social handles) for the deadline of the current batch.

Selection Process

Shortlisting is competitive and uses these filters:

  • Indigeneship of a Niger Delta state, confirmed by your LGA letter.
  • Age within 18–35.
  • Quota balance across the nine states and senatorial districts.
  • First-time applicant status.
  • Match between your stated trade and your background.

Shortlisted candidates are invited by SMS or email to a screening at a centre in their state. You must bring the originals of every document you uploaded. Final selection is published on the portal.

Training Duration and Stipend

Training usually runs three to six months depending on the trade. During that period the Commission pays a monthly stipend, covers accommodation at the training centre where applicable, and provides training materials. At the end you receive a certificate and a starter pack — the toolkit varies by trade (a welding machine for welders, a sewing machine for tailors, a laptop for ICT and so on).

Stipend amounts are set per batch and announced on the portal. NDDC has used N50,000-a-month payouts in related youth programmes such as the Youth Internship Scheme.

Where Training Happens

Training takes place inside the nine NDDC mandate states. Centres are selected for each batch based on the trade and the host state. Common locations include:

AbiaUmuahia, Aba
Akwa IbomUyo, Eket
BayelsaYenagoa
Cross RiverCalabar
DeltaAsaba, Warri
EdoBenin City
ImoOwerri

Pick a centre close to home. Travelling daily across state lines for a six-month course rarely works.

Common Application Mistakes

  • Submitting more than one form. The system flags duplicates and disqualifies you.
  • Uploading blurred or mismatched ID documents.
  • Listing a state of residence instead of state of origin.
  • Applying after benefitting from a past NDDC programme.
  • Missing the screening because you did not check your email or SMS.
  • Picking a trade that is not running in your state for that batch.

Recruitment Scams: How to Spot Them

NDDC has issued repeated public warnings about fraudsters who copy its branding. Use this checklist before you part with anything:

  • NDDC does not charge any application, processing or “shortlisting” fee.
  • NDDC does not run training through agents, “coordinators” or WhatsApp groups that demand payment.
  • The only application portal is skills.nddc.gov.ng. Anything ending in “.com.ng”, “.org” or a free hosting domain is not NDDC.
  • Stipend payments go directly to the BVN-linked account you supply on the portal. Anyone asking you to send money to “unlock” a stipend is a scammer.
  • Cross-check announcements on nddc.gov.ng and verified NDDC social media before acting.

If in doubt, walk away.

FAQ

1. Is the NDDC skills training free?
Yes. Training, materials and certification are free, and the Commission pays a monthly stipend during the course.

2. Can non-indigenes from the Niger Delta apply?
No. You must be an indigene of one of the nine NDDC mandate states and provide an LGA identification letter to prove it.

3. What is the official application portal?
The current portal is skills.nddc.gov.ng. Always confirm any link from a third-party site against nddc.gov.ng.

4. How long does the training last?
Most courses run three to six months, depending on the trade.

5. Do I get a starter pack at the end?
Yes. Successful trainees receive trade-specific equipment — for example a welding machine, sewing machine or laptop — plus a certificate.

6. Can I apply for two different trades?
No. One application per person. Multiple submissions trigger automatic disqualification.

7. I benefited from an NDDC programme before. Can I reapply?

8. Who is the current NDDC Managing Director?
Dr Samuel Ogbuku, appointed in January 2023, leads the Commission and oversees its training programmes.

Bookmark the portal and apply early in the cycle — late applicants miss out when state quotas fill.
